I do not believe any size limit above 1 fish at 28" will make any difference on the recreational front. Shore bound recreational anglers (YOU) have ZERO impact on any oceanic species of fish in the world. Commercial ventures however do have a impact logarithmically greater in proportion to the venture. As hard as it may be to hear - huge trophy fish are spent. They are spawned out, they can not spawn and/or not interested in spawning. That is simply nature at work. A smaller fish at 27" has many, many good spawning years in front of them. I can say EVERYONE I know on a close personal basis or casual level hold higher regulations that will ever be proposed.
Hooks. Hooks are in the the very definition of Angling: "...the action or sport of fishing with hook and line." I like my hooks. Hooks are the lore of fishing. I use different hooks with different baits all the time. "J" and "Circle" hooks all have a prime function and sometimes I just like using any old hook I find for sheer fun. You should be able to fish with a 20/0 "circle hook" for bluegill or a #8 "J" hook for striped bass. Either case would make an amazing video!
