This was pretty amusing. Right after taking this video I fixed the issue. The valve inside the flushometer had gotten stuck, so tapping it (a bit roughly) was able to free it up. I tested it a few times to make sure it wasn't going to just get stuck again and called it good. I'm not sure what brand of urinal this is, but it's pretty new. This bathroom was installed/revamped in 2016.
